چکیده

In rural economies with missing or incomplete markets, idiosyncratic risk is frequently pooled through informal networks. Idiosyncratic shocks, however, are not limited to private goods but can also restrict an individual from partaking in or benefitting from a collective activity. In these situations, a group must decide whether to provide insurance to the affected member. In this paper, we describe results of a laboratory experiment designed to test whether a simple sharing institution can sustain risk pooling in a social dilemma with idiosyncratic risk. We test whether risk can be pooled without a commitment device and, separately, whether effective risk pooling induces greater cooperation in the social dilemma. We find that even in the absence of a commitment device or reputational considerations, subjects voluntarily pool risk thereby reducing variance in individual earnings. In spite of effective risk pooling, however, cooperation in the social dilemma is unaffected. JEL Classifications: C92, D81, O13, Q20

Value of information sharing in marine mutual insurance

With empirical evidence from marine mutual insurance (MMI), an impulse feedback model is constructed to address how information sharing can help increase both the social welfare and the efficiency of operation of the MMI system. Focusing on information sharing, this paper considers the premium policy optimization of a pure (i.e., non-stock consideration) mutual insurance system with a homogeneo...

Public Self-Insurance and the Samaritan’s Dilemma in a Federation

Public Self-Insurance and the Samaritan’s Dilemma in a Federation Tim Lohse and Julio R. Robledo* Motivated by recent disasters, this paper analyzes the risk sharing aspect in a federation. The regions can be hit by a shock leading to losses that occur with an exogenous probability and in a stochastically independent way. The regions can spend effort on selfinsurance to reduce the size of the l...

Incorporating location, routing, and inventory decisions in a bi-objective supply chain design problem with risk-pooling

This paper considers a single-sourcing network design problem for a three-level supply chain. For the first time, a novel mathematical model is presented considering risk-pooling, the inventory existence at distribution centers (DCs) under demand uncertainty, the existence of several alternatives to transport the product between facilities, and routing of vehicles from distribution centers to c...

Policy Options to Reduce Fragmentation in the Pooling of Health Insurance Funds in Iran

There are fragmentations in Iran’s health insurance system. Multiple health insurance funds exist, without adequate provisions for transfer or redistribution of cross subsidy among them. Multiple risk pools, including several private secondary insurance schemes, have resulted in a tiered health insurance system with inequitable benefit packages for different segments of the population. Also fra...
